A Friendly Guide to the Senior Property Tax Freeze Credit in Kansas City, MO

Missouri lawmakers recently introduced a way to slow down property tax increases for seniors — essentially freezing them (like your favorite summer cocktail). 

What Is This Senior Property Tax Freeze Credit, Exactly?

In a nutshell, Missouri passed Senate Bill 190, empowering counties (including Jackson County, which includes Kansas City) to offer a Senior Property Tax Credit that freezes your real estate tax bill at the level it was the year you became eligible — barring some quirks.

That means if you:

  • Are 62 years of age or older,
  • Own and live in your primary residence in Jackson County,
  • Are responsible for paying the property taxes on that home,

…you can lock in your tax bill based on the year you first apply. Each year after? Boom — it stays (mostly) the same.

But There’s Fine Print

Application Deadlines & Timing

To lock in the base year for your frozen taxes, applications must be submitted annually by December 31. Applications received this way set your tax freeze at that year’s tax level, and you’ll first see it reflected on next year’s bill.

That means procrastinators beware!

Home Value Limits

Many counties — including Jackson — added a market value cap (around $550,000) to make sure the benefit goes to folks who aren’t sitting in mansion-level equity.

What doesn’t get frozen?

Here’s where the “freeze” gets a little stretchy:

  • School levies, debt service, and some district taxes often still go up even if your base tax is frozen.

Some seniors were surprised to see property tax bills higher than last year, even after qualifying for the credit — largely because debt levies and school taxes weren’t covered under the freeze mechanism and some counties are still updating systems to apply credits correctly.
